© Provided by Omaha WOWT Douglas County announced Friday its plan to dole out $10 million in federal relief funds for renters hit hard by the pandemic.

OMAHA, Neb. (WOWT) - Douglas County residents struggling to pay their rent because of factors relating to the COVID-19 pandemic will soon be able to apply for CARES Act funds for that purpose.

By noon Friday, the county will publish details on the application process. The online application will go live at 8 a.m. Monday, July 27.

“The 10-day time frame is intended to give residents enough time to read over the guidelines, gather documents needed to apply and discuss the program with their landlords if necessary,” according to a release from the county.

Officials said during a ZOOM call Friday morning that they hope to have the first round of payments distributed by Aug. 2.

Those without access to the internet will be able to get assistance with the application from several area nonprofits, including Heart Ministry Center, Together, Latino Center of the Midlands and Open Door Mission. Assistance will also be available by phone at 402-444-7232 from 8 a.m. to 4:30 p.m. Monday-Friday.

Real property is land and any improvements on the property, such as a dwelling or other building. You may be eligible for certain exemptions or Special Assessment Ratios based on different factors such as your age, disability status, agricultural use status, and whether the property is your primary residence. Mobile homes must be titled with the South Carolina Department of Motor Vehicles (SCDMV) and registered with Beaufort County Building Codes. If you need to register your mobile home you must have a title from SCDMV stating you are the owner; dealers may use a bill of sale and title application receipt. Detailed requirements for registering a mobile home can be obtained from the Beaufort County Building Codes Office.

If you are moving a mobile home you must have a permit. A permit is needed before moving a mobile home. This permit can be obtained from the Beaufort County Building Codes Office.

Motor vehicles must be registered with the South Carolina Department of Motor Vehicles (SCDMV). However, before you can register your vehicle the property taxes must be paid. To get a bill created contact the Beaufort County Auditor’s Office. After paying the taxes due you may take your paid tax receipt to any South Carolina Department of Motor Vehicles (SCDMV) field office to register your vehicle.

If your vehicle is already registered with SCDMV, your motor vehicle tax bill will be generated by the 15th of the month preceding the month of your renewal. Upon the receipt of your tax payment, SCDMV will send your decal and registration by postal mail within 3-10 business days to the address listed in their records.

Commercial boats are vessels used for trawling in South Carolina State waters, within the General Trawl Zone (GTZ), and must be registered with the South Carolina Department of Natural Resources (DNR). However, before you can register your watercraft or renew your registration the property taxes must be paid. If your taxes are not paid timely, the Tax Collector flags the registration as unpaid. Payment is accepted in-person at any one of our office locations, online, and by mail. Once payment is received the Treasurer will notify DNR to remove the flag.

When a residential property is not the owner’s legal residence the dwelling and its contents are taxed, separately. For each of these dwellings, the Beaufort County Auditor’s Office disseminates a Rental Property Return every year. On this form you provide the value of the contents within the dwelling being rented. If the Rental Property Return is not completed the Auditor’s Office will create a Rental Property Tax Bill based on 10% of the dwelling’s value.

If you do not rent this property the taxes may be removed but you must notify the Auditor’s Office by completing the Rental Property Return and indicate that you do not rent the property, by submitting an email to Auditor@bcgov.net, or by returning the remittance coupon from your Rental Property Tax Bill certifying the property is not rented (you do not need to remit payment).
